Death and taxes are quipped to be the only unavoidable things in life -- though it seems only death remains on that list. More and more people are cheating the IRS and the government from their tax money because they think that everyone else is doing it, and that the government can do without a few of their bucks. The IRS, strapped for resources, must let these people off the hook -- entrenching the cheating culture.
